Philloughby And the Many Managers Who Quit
posted (June 2, 2010)
As we reported last night, three of the most senior city managers resigned between Friday and Monday. It would seem to cause dire days for the council but today deputy mayor Philloughby - who is the mayor's designated spokesperson said it's no big deal:..

Jules Vasquez
"Deputy the virtual simultaneous resignation of 3 senior managers at the council, is it indicative of an institutional breakdown?"

Phillip Willoughby - Deputy Mayor
"Nope."

Jules Vasquez
"How do you reach that conclusion? The City Administrator is second only to the Mayor herself has resign suddenly. The Director of Finance, the Director of Traffic which is the greatest revenue generating department. This is indicative of a collapse."

Phillip Willoughby
"I disagree with you. Let me start with Mr. Zane Castillo, an honorable good guy who I have had the pleasure to work with for the last six months and since I also became the Deputy Mayor. Mr. Zane Castillo has accepted a post with the UNDP program I believe, I was fascinated that he accepted the offer but also that has serve as the Director of Financial Services which is limited in sense but now within this project that he will be assign to or working with will be serving the entire country, so for him I want to say thank you for being with us really short time, I wish you all the best Mr. Castillo and I hope that we maintain a co dial respectful friendly relationship and we continue at the end of the day as friends first and foremost. Mr. Castillo has turn around some of the financial systems that needed to be and I hope that with the evolution of a new Director of Financial Services that continue of similar pattern of that of Mr. Castillo as he goes off into the sunset from the council."

The matter of Mr. Kevon Jenkins, I would like to say that we have been in discussion over the past few days after I heard or learnt that he has tendered his resignation. I am asking him to please rescind that position, he said he will try and work with me on that. I also shared with him that this city traffic system at this current moment is not that of a 21st century, I am saying that things, systems and other stuff needs to be put in place. I shared with him that I would like somewhere somehow that we reach out to one of our sister city that he can go and look at systems, come back implement it thereafter we look at succession planning that if any unforeseen contingency or retirement age then he go offs into the sunset but not currently, not right now.

Thirdly the matter with Dr. Vanjani, we know that, that position is that of the financial officer for the council. That's a very tough job"
