What Happened To The Caracol Memo?

A week ago, 7News broke the story of the police memorandum which was sent to the Commissioner of Police, his top officers, and copied to the office of the Director of Tourism, Commissioner of Police, the BTB's Director of Destination Planning, and the Administrator of NICH in January. The Commander of the Tourism Police Unit warned in very stark terms that the Tourism Police Unit's officer were not adequately trained and equipped to secure the Caracol Archaeological Site.

That was in January of this year, 8 months before Special Constable Danny Conorquie was killed, yet, no steps were taken to address the recommendations of Assistant Superintendent Diana Hall. She foretold that a tragedy such as this one could take place, and last week when the media questioned the Prime Minister about it, he said that the Minister of National Security was the government official most equipped to deal with those inquiries.

That opportunity to ask the National Security Minister about that memo came today, and the media grilled John Saldivar on it. Here's what he said:

Hon. John Saldivar, Minister of National Security

"It was sent to the commissioner of police. We're still looking into that matter and soon as we can conclude, we'll be able to know more. What we know is, it was sent to the commissioner of police, it was not forwarded to the ministry of national security."

Reporter

"Why didn't he act upon those warning of such treats?"

Hon. John Saldivar

"Like I said, we're looking into the matter."

Reporter

"Have you spoken to him on that issue?"

Hon. John Saldivar

"We're looking into the matter"

"Who is looking into it?"

Hon. John Saldivar

"Ministry of national security is looking into the matter."

"Is it under investigation?"

Hon. John Saldivar

"Did I say investigation?"

"You said looking into it."

Hon. John Saldivar

"We're looking into the matter. We've been told of a memo that has been sent to the commissioner and it contain certain information in there, and we're looking into the matter."

David Ortiz

"How do you answer to those who say that the commissioner of police and your ministry on a whole dropped the ball; And that is the reason why Mr. Conorquie was killed because he was just doing his duties and he wasn't prepared properly for this particular location."

Hon. John Saldivar

"I wouldn't draw that conclusion and anything further we are looking into that matter. I wouldn't draw that conclusion."

Reporter

"What extent is it being looked at?"

Hon. John Saldivar

"We're looking into the matter to see what happened when the memo was sent to the commisioner; What was done about it, we're looking into that. We haven't concluded anything at this time."

Alindy Marisol Amaya

"Could he face any penalties for this?"

Hon. John Saldivar

"You're going too far, we're looking into the matter"

"But if he got the memo and ignored it."

Hon. John Saldivar

"Did anyone say that he ignored it? I said that we're looking into the matter. When we come to a conclusion as to what has happened appropriate action will be taken. At this point we are looking into the matter."

Reporter

"Do you think the killing of Danny Conorquie could have been prevented?"

Hon. John Saldivar

"Of course it could have prevented, but how you would have prevented it."

Reporter

"The warning of the memo? That's how it could have been prevented."

Hon. John Saldivar

"Maybe you know more than I do, but I don't know that at this point in time."

Daniel Ortiz

"Sir, but at this time the family is upset that the responses the ministry has given seems to skirt the fact that, issues were raised and no one addressed it."

Hon. John Saldivar

"I believe that I said in the national assembly what we believe to have been the primary lacks in security resulted from the fact that the vehicle that should have escorting the tours had mechanical problems and that's as far as we've gone at this time."

"The calculations has been made in regards to the compensation of the family of Danny Conorquie 400,000 Belizean dollars, can you state either your position or the ministry's position in regards?"

Hon. John Saldivar

"We believe that the family should be compensated as far as our financial resources can allow."

The Caracol Archaeological Site remains closed at this time.
