Buena Vista Water Woes Worsen

2 weeks ago, we told you about the situation at the Buena Vista Water Board where cheques surfaced at with the Chairman's name, Julio Castillo, on them. We stress that the Ministry of Rural Development has not determined that anything illegal has happened, but the residents strongly suspect that something funny happened with the money. Well, because this situation has not been resolved, the villagers don't want to pay any more money, and so, a number of them are without water tonight because they were disconnected today for non-payment of arrears.

As we've told you, cheques for as much as $19,000 have surfaced due to the persistence of Eddy De La Rosa, the Chairman of the Buena Vista Village. He and others continue to suspect that Castillo acted improperly as the Chairman of the Water Board. Castillo has declared his innocence to us saying that he cashed the money in his name so that he could get access to the funds quicker, which made it easier to do the job of the Cayo Village's Water Board. He and his secretary have shown us written records which they assert should prove their innocence.

Well, the villagers are waiting patiently for the Rural Development Ministry to change the members of the Water Board. They say that the current membership has lost their trust and confidence, and because it hasn't happened yet, they don't want to pay any more money for fear that it will not be used for it's intended purposes. That has forced the water services personnel to disconnect a few of the villagers, and if they do not pay any time soon, others will be disconnected as well.

We've since been able to speak with one of the investigators from Rural Development, Dale Banner, and he discussed with us this evening that while their initial investigations show surprising actions from the Water Board Chairman, there is nothing conclusive to support the suspicion of misappropriation. The water board chairman has told them pretty much the same thing that he told us, that he cashed the money in his name to do the work of the Water Board, and that he did not steal it. Banner told us that he was unable to make any further comment on the matter because it is in the hands of the Rural Development Ministry. He did tell us that in order to determine whether or not there is legitimate cause for this concern, auditors will be called in to look at all the finances of the Water Board and their recent expenditure.

So, that's where it is tonight, the village of Buena Vista is suspicious of the Water Board, the Rural Development Ministry, oversight organization, cannot take action against the Board for lack of concrete evidence, and unpaid arrears which is leading to disconnection of the villagers who need the water.
