"We have to structuralize this, so that we are clear what we are doing. So that we don't have all the things you are hearing about people's lands being infringed on. Title documents being transferred and people are complaining and that will take a little bit of doing. But first thing is to sit down, be clear with all the people what they are supposed to do, work through the HOD and all the heads of sections or heads or units and try to get that in an order."
As we noted earlier, Hulse hasn't actually moved into the Ministry because former Minister Gaspar Vega is still occupying it.
