Castro Confronted With Documented Evidence

So, as you heard, Edmond Castro insisted that he made sure that in his letters that the person he is recommending should only be approved for immigration documents “if all is in orderâ€￾.

Well, the Auditor General flagged one such letter which is identified as Edmond Castro’s. We say identified as his because when he was asked about it today, he says that it is a forgery.

Here’s that and other excerpts of the hearing where the Senators confronted him with documented evidence of visa recommendations that they’ve been provided with from sources at Immigration:

Michel Chebat - PUP Senator
"Alright minister, there are at least 2 letters which you wrote on the 13th of May 2013 and in each of those letters in one you recommended 6 persons and in the other one you recommended 5 persons for visas. Do you recall that?"

Hon. Edmond Castro - UDP Minister
"No sir."

Michel Chebat
"And if you see it you would recognize your signature?"

Hon. Edmond Castro
"No sir."

Michel Chebat
"Neither."

Hon. Edmond Castro
"Scanning of somebody's signature and put it on a document is not immune in this day of technology."

Hon. Elena Smith - Labour/Civil Society Senator
"Minister you are given a document to look at the signature to determine if those are your signatures."

"I can't tell for sure, it looks like my signature but I cannot tell for sure that is my signature."

"Can you say how much persons were recommended on those?"

Hon. Edmond Castro
"I think you could get back your document."

Michel Chebat
"Minister can you look at it and say how many person were recommended?"

Hon. Edmond Castro
"I'm not interested in that. It looks like my signature but I can't say for sure it's my signature and if you want to say how many people on their, you have you documents man."

"And it's on your letter head."

Hon. Edmond Castro
"Anybody can scan anybody's signature; the same thing can happen to you."

"Is that your letter head minister?"

Hon. Edmond Castro
"That is the easiest thing, looks like my letter head."

"And again on the 28th of May, do you recall that you recommended 5 persons for visas?"

Hon. Edmond Castro
"No sir."

"And on the 11th of July 2013, do you recall recommending 5 persons for visas?"

Hon. Edmond Castro
"No sir."

"And on the 26th of June 2013 do you recall recommending 6 persons?"

"No sir."

"And at 2,000 per recommendation how much would that be minister?"

"You tell me, you are the lawyer, I hope you got math skills."

"On the 22nd of May do you recall..."

"This is foolishness; he doesn't want to talk about..."

"Could you just have the senator ask the question and then you respond?"

"Yeah but he just the ask me foolishness man, trying to be rude in a nice way because he is Mr. Bright, he is the brightest bulb in the stadium. No need to go on so, just ask your question and make we move on."

Hon. Mark Lizarraga - Business Senator
"Paragraph 78.4 of the nationality document, you have a copy of that book minister?"

Hon. Edmond Castro
"I don't want it, you could read it sir."

Hon. Mark Lizarraga
"It says we observe that the file, the nationality file had a copy of an undated letter with letter head and a request that read as follows. Honourable Edmond Castro, clear the land Castro, Minister of State in the Ministry of Works. I hereby recommend for the file of Othea Mokadrik file number 28077/12 to be sent to the director of immigration desk to be expedited. Thank you for your assistance. This letter minister did not have anything to the effect if the person meets all the requirements. Just asking."

"What is the question Senator?"

Hon. Mark Lizarraga
"I started by only saying that you said earlier that normally when you would write a letter to request assistance that you would say something to the effect if the applicant meets all the requirements. I'm just saying in this instance there was no notation like that one. So where there times when you did not say if the applicant meets all the requirements?"

Hon. Edmond Castro
"That's not correct, this document, this paraphrased letter is not something I would write or sign. This is a paraphrase of somebody's version and moreover when I read the documents I would never put Edmond Castro and then clear the land Castro, I would never do that. So this is somebody's botching something here, I would never say that."

"It's saying signed Honourable Edmond Castro Minister of State in the ministry..."

Hon. Edmond Castro
"I read that section, there is only 6 times my name appeared in this whole document and this one is a fake because when I write a letter, I would never, ever write Hon. Edmond Castro, clear the land Castro and then Castro at the end, never. This is a fake."

"May I make the recommendation then that we seek the originals for this and ask the minister to take a look at it to see in fact what was the source."

Hon. Edmond Castro
"Technology is such that you could get that right now and make we get it over with. This is botched, so with technology you could get that in 30 seconds, we don't have to wait to waste my time here again like this all morning."
