What About The BDF Report?

But, for the past two days, we've been showing you an internal threat assessment report from the BDF, which was done in October of last year to catalogue Guatemala's incremental aggression in the Sarstoon River.

The report details each aggressive encounter the BDF has had with the Guatemalan Military going back to 2003. In their expert opinion, the BDF concluded that these encounters are calculated almost to force an armed conflict between both sides. It's a very different narrative from the one the government has been pushing - where the armed encounters are explained as exceptional events - but the BDF narrative shows that it is almost a program of provocation. Today we asked Elrington about that disparity:

"The calculation of the BDF is that they've always been aggressive and that these aggressions seem to be to force an armed conflict between the Belize side and the Guatemalan side. In light of this, have both governments been downplaying the seriousness of that situation?"

"I can honestly say to you that you have better strings with the BDF than I do. I've never seen that report."

"Sir, it was commissioned shortly after the first confrontation between the Belize Territorial Volunteers and the Guat forces down in Sarstoon. So, the logic would continue that the security apparatus of this country should have been able to see this report and to digest it to know what has happened from 2006 all the way up to 2015."

"I am not saying anything against that. I am simply saying that I have not seen it."

"Is there a dosconnect between your government and the BDF as it relates to information taking place on the Sarstoon that lead your government to blame the BTV as opposed to the simple escalation of Guatemala's interest in the Sarstoon?"

"Ahm, I'm on record as saying that as far as I am aware, personally we never had these problems until territorial volunteers started going there."

"The question is, is there a disconnect in information?"

Hon. Wilfred Elrington, Minister of Foreign Affairs
"If you have 10 incidents in 16 years by people who going up a river everyday - 10 incidents in 16 years and none of it fatal. That's remarkable. That's absolutely remarkable."

"No, it's a serious answer. In 16 years I told you we had 10 incidents. Nobody dead. Between military people you know."

Elrington refused to validate reports that Belize was considering changing its referendum threshold to suit the OAS and the Guatemalans.

According to a Guatemalan Press report, the two ministers agreed quote, "the underlying issue will be resolved definitively by the International Court of Justice and reaffirmed their vocation to settle disputes peacefully, and avoiding confrontations."
