GI Joe Remanded After Theft Charge

Eleven days ago, Janet Seawell reported to police that she was walking on Cemetery Road at 4:00 in the morning when she met Cecil Franklin, also known as GI Joe. Because she had known Franklin for several years, she allowed him to walk with her to a nearby bus stop, but when they got there Franklin attacked. According to Seawell, he grabbed her around the neck and stole her $700 cell phone. He then punched her in the face and told her to take off her clothes. Seawell then began screaming in fear which caused Franklin to run away with the phone.

Franklin was picked up by police, and appeared in the Magistrate's Court today. He pled not guilty to charges of robbery and wounding. Franklin was denied bail after the prosecutor objected on the grounds that he had a long history of crimes of dishonesty. He was remanded into custody until February 3, 2017.
