Big John Versus The BTB

Tour Operator John Pollard has appeared on this newscast many times. And that's because he's often in open conflict with the BTB - which regulates guides and operators at the Fort Street Tourism Village.

Now, he says the BTB has it in for him - after they pulled his tour operators license and gave him a cease and desist order - saying that he is to stop running tours.

But, this morning we found Pollard right back at the Tourism Village. He says it's not that he's being defiant, it's just that he's now changed his game up and is just a regular freelancing tour guide:...

"Remember I had said to you when you gave me the last interview. Jules I may get penalized because I'm giving you an interview. Low and behold, a couples months after its happening. Here I am with a group of guys whom their family depends on them to survive and because of what you want to do to show that you are the person in control, 'you are operating without a license', their saying I'm operating illegal. This is legal, the tour operator license, that's another thing, but while they say cease and desist on that, this gives me the power to operate out here legally under a tour operator. If you say cease and desist, I can work with any company which I comply with. That's what I did after the date had passes, I worked under different companies."

And while Pollard may be playing possum as a tour guide, what he really wants to do is to re-license his tour company called Big John Tours - which is the main means of income for many guides at the village. To hear him tell it, the BTB is treating him with unnecessary roughness:

"I got an email late in March saying to me that my police record was not up to date, my insurance was not up to date for the company for the guys, that people who is using vehicles need to get an authorization from the person who owns the vehicle and they should be using the vehicle. Jules, I had complied with everything these people had said. I'm sending everything."

"Let's be real, you didn't send in your police report to time."

"I didn't send in the police record, but I sent in the receipt that I paid for at Raccoon Street police station because Jules, you don't get that until a week or so after. Up to now as we are speaking I still haven't gotten back the police record from Raccoon Street."

Reporter
"All that means is that you put it in late."

"Yes, for the police record, I'm saying yes for that. Yes I put that in late but 3 years ago you were allowed to give a police record every 2 years and now they have changed the system and they want a police record from you every year when you apply."

The BTB Marketing and Public Relations Office sent a response via email. It says, quote, "Please note that as per our regulations; all licenses expire annually on December 31 and there is a standard 2 week processing time once all documentation is received for processing. Please note we received his application on January 2nd 2018; which however was incomplete. Subsequent emails and phone calls were made to him regarding his incomplete application and pending documents. He was further informed on April 18th if his documents were not submitted by April 20th his application would be denied. Subsequently with no receipt of documentation his application was denied on April 23; then a cease and desist letter was issued as he was operating without a license.

Recently there was a reapplication submitted by him; however the supporting documentation required is still incomplete. Every effort was made by the BTB for follow-up and proper submission of his application. For the safety of all and to ensure that there is a level playing field it is imperative that our tour operators be licensed in order to conduct tour operations." End quote.
