Last week we showed you how a broad daylight robber was caught red handed by an off duty police officer. The cop acted heroically and ran down the thief, using live fire on a downtown street to get the would be robber to stop running. It should be an open and shut case, right? After all, he was caught on camera, and it was witnessed by a police officer - airtight, you might think. But, this culprit has not been charged! And here's why. The man who he tried to rob - an Indian businessman has refused to make a complaint. Police say that without an accuser and a sworn complaint, they cannot bring charges. So, the suspect was released.
