And, keeping it in the south, we';ve told you about the damning report on National Sports Council, but there's also another Auditor General's Report On Julian Cho Technical High School for the period 2014 to 2016.

On Friday we told you about management of the contracting process for infrastructural works and key information technology, vehicle and school equipment. The glaring concerns in those areas were for the complete lack of adherence to the finance and audit procedures and the conflict of interest raised by lax procurement processes for equipment and vehicles. The remaining sections of the report give rise to major concerns as to the financial management overall for the education institution.

The report cites infractions in financial management from as routine as the late completion of the budget process…

and lack of proper banking procedures and reconciliation….

to what may have seem as just abject neglect to manage school resources accountably and transparently.

The report cites instances of staff advance in payment of salaries with no defined agreement for repayment, no records of the staff salary advancements paid…. payments appeared to have been to persons who are not reflected as staff members on the institution's staff list…

While a disregard for transparent procurement practices were well noted… the mismanagement of the school's resources continued to include purchasing of fuel totaling almost 60 thousand dollars with no record as to the identification of the vehicle for which the fuel was bought and used.

The report closes by urging the ministry of education to act immediately to set in place the proper management processes for the public resources at the school.
