And while they will have fewer fixed checkpoints, they also intend to have fewer policemen sleeping on the job, or racking up screentime on their cell phones. 

The commissioner says that with all the boots on the ground many times they have their hands on their cell phones, and that has got to stop.

"Look for example at Taylor’s alley. It is shameful; it is disgraceful, stay on their phone and do nothing. So we also have a cell phone policy which I will sign tomorrow. That needs to change so that the public can get the level of attention and security that they should be getting from the police."
