But the revenue the Mayor really wants is from a residential garbage fee - a proposal Central Government has repeatedly shut down.

He says even a $10 monthly fee, or $120 a year, would ease the burden of the city's costly private garbage contract and boost revenues significantly.

"Well we continue to try you know, that is our - and I have been very clear on that - that we must be able to as a city to provide that garbage collection. We will never be able to fully offset what we pay, but if we are able to offset some portion of it, it goes a long way. We will not stand here and say that the fee we are proposing will really fully pay for the services but at least a portion of it."
