And the missing link in the power supply equation is the Westlake generator. At the start of April BEL started work to upgrade the Gas Turbine to 30 Megawatts from its current maximum output of 19 Megawatts.
The rapids were supposed to finish on Sunday - but they aren't done yet - and that's why there's not enough supply in country.
We learned today that that the scheduled date for completion has been pushed back to the end of this week:

"By the end of the week we should have that online. Once we have that online that will add about 30 megawatts to the system. Recall I stated earlier that the local in country generation supply we have at this point in 95 so adding that 30 will put us in a much better position so when we have any issues with CFE we will be able to meet demand but I do want to emphasize that's all things being equal because as you know there can be other causes of power interruptions."
