And one of the key features that have to be activated is a shared database for problem passengers that would generate a "No Fly List".
According to the civil aviation director, there are certain criteria one would fall under in order for them to place you on a no fly list. He explained that that info would have to be a shared effort between them and the police department.

"Shared databases, I know Mr Vasquez was asking about a no fly list, obviously we have to be able to put in place a no fly list that is shared from one airline to the next because if something happens one airline then obviously you will need to be able to respond on the next."

"You discussed a no fly list. If we had one should Akinyela Taylor have been on one?"

"That is not a matter for civil aviation and I say that because whether a person has unsavoury interactions or would do anything that would require you be placed on a no fly list is more a matter for the security forces if there were reports about unruly behaviour by a specific person and so forth then we ought to receive that information but we didn't receive anything as it pertains to Mr Taylor and as such he wouldn't have been on a no fly list in Belize."
"What we receive is obviously, we will have to look at it, we will have to ensure there is criteria for people. If you are being unruly onboard an aircraft then obviously you know you'll be put on a specific list. If you are breaking certain pieces of legislation then obviously you could be put on a no fly list."
