New SOE Regulations: No Gatherings In Lockdown Areas
posted (May 14, 2025)
Today, the new Commissioner of Police Richard Rosado held his first official press conference, updating the public on the ongoing State of Emergency. So far, 118 people have been detained, with 49 detention orders issued. While this SOE doesn't include a curfew, a new restriction bans gatherings of more than three people in lockdown zones.

That rule is already having real impacts. The family of 37-year-old Nelson Henry was reportedly denied permission to hold a wake in Ladyville - which falls under the SOE.

But what does this mean for other public events? Commissioner Rosado explained the guidelines today.

Dr Richard Rosado, Commissioner of Police
"Remember the state of emergency regulation prohibits certain things. The loitering and gathering of 3 or more persons so several things are restricted. So once those areas fall under the state of emergency, the regulation prohibits certain things from occurring."

"And that is one, wakes, re-passes."

Dr Richard Rosado, Commissioner of Police
"Any gathering of three or more persons."

Reporter:
"Really?"

Dr Richard Rosado, Commissioner of Police
"It's restricted under the state of emergency."

Reporter:
"What about sporting events for example?"

Dr Richard Rosado, Commissioner of Police
"Any gathering of three or more persons is restricted under the state of emergency, those areas that I designated under the state of emergency."

Reporter:
"A basketball game is to be held in Civic Center Friday night."

Insp. Stacy Smith, Staff Officer
"If I may, indeed as the commissioner rightfully mentioned, when areas are designated as state of emergency, there is certainly an import on monitoring the activity. What we have known and have scene in the past is that many of these wakes that are held to commemorate the passing of loved ones are indeed catalyst for incidents that arise thereafter so yes the state of emergency regulations limit three or more persons indeed but it's just that if the wake will happen, it will have to happen in a very organized way that doesn't spill out into the street in terms of loitering and subsequent to that and certainly our operational efforts will be heightened in those areas."
