What About Boco?

Two weeks ago we asked Foreign Minister Wilfred Elrington about Kevin Kelly known as Boco-T. He was killed in police custody in May of 2012, but his family has not gotten any compassionate grant from the government.

That is contrasted with the treatment afforded to the family of Guatemalan Francisco Quinn Yat. He was killed in Belize by a BDF soldier 20 days ago. Government has said it is putting ten thousand US dollars to the OAS Peace Fund for disbursement to his family. Foreign Minister Elrington told us that the consequence of not giving a grant to Boco-T's family is far less grave than not giving the Guatemalan family.

Boco-T's family reached out to us to comment on that. They told us that no one has even contacted them to update them on the investigation - if there is one:..

"Up to yet his mother and I don't hear anything. No police, no one contact us. We want to do a lawsuit, but we can't because nobody gives us any kind of information. The most we hear is that they were on interdiction but after that we didn't hear anything more."

"Everyone knows that Kevin Kelly wasn't a saint but whenever he does a crime he goes to do his time. Instead of them taking his life - I believe that only God should take life. They say that Boco had rob someone, they took it in their hands and they kill him. I think that is wrong. As usual everybody knows that whenever Kevin Kelly does a crime, he does his time and being in prison - he even got out and work. You can speak to Mr. Woods; he will say that Boco didn't just sit in a cell and expect the government to take care of him. Boco came out and work, fix streets and stuff."

"The last job that he did before he went to caye before the policemen killed him - he was working at the Marion Jones Stadium. Everybody knows - it shows that the police had beaten him because he died from a blunt instrument that cause internal bleeding. Doctor Estradabran did the post mortem. The police still wasn't satisfied, they got Dr. Sanchez to do it and he says the same thing. Everyone knows that the police killed him but they don't even contact us. He died on his mother's birthday; 26th April - its 5-6 months and we still don't hear anything. His mom is angry."

"Nobody came to us. We have our lawyer Kareem Musa, he says that he can't do anything until the police contact him. Nobody contacted us, it's like Boco's death was like he was nobody. They just push that aside. I have a lot of bills; his brother went to borrow money because nobody help although they promise that they would help. Boco have two small daughters - what will happen to those kids?"

"It's frustrating very bad. We've been waiting for so long. Police or nobody came to us, no one say anything to me. I am still grieving. If Guatemala could get compensation why we Belizean can't get compensation? They killed my son willfully."

"I am angry of that because they aren't even from here and knowing - everybody knows they say that Boco did the crime but no one sees but this man went in that person's yard and still yet the government wants to give them $10,000. They are Guatemalan; they are stealing a lot of things from Belize. We who are Belizeans - look out for your own Belizean people. They know that those two policemen killed Boco and still they don't even try - to avoid lawsuit they could have come and give the family something, it's not about money, it's about the principle."

"As Boco's mother, has any police officers came to your home? Do you even know if they have an investigation going on?"

"I don't even know if they have an investigation going because from the time they killed him they haven't come to my house and tell us anything. We had to go to the hospital our self to find out. He does the crime and always spends his time - why would they take his life for nothing? He didn't deserve it."

Two post mortems confirmed that Kevin Boco-T Kelly was beaten to death in police custody. There has been no official comment on whether any police officers have been place don interdiction.
