Saldivar Says He's Wanted, But "Hiding in Plain Sight"

And while Hulse remains on the defensive – the man who launched the attack which forced the closure of the Nationality section of the Immigration Department didn't come through today. Arthur Saldivar had promised to produce a green binder – an original document from the Immigration Department – which he says had been slated for destruction. Saldivar says that and many other documents in his possession point to a vast cover-up at the Immigration Department.

But today, the story changed. Word went out early via the rumour mill that there was a warrant, first to search Saldivar's home, and then, another to arrest him. Now, the senior ranks of the police department say they have no knowledge of this – but we won't let that spoil Saldivar's ever-evolving narrative. Here's what he told the press this afternoon, about why he didn't have the green binder as promised:

"Now, yesterday, you promised as well that you will be forthcoming the next time you speak which is now, to provide the green binders to the media, at least 1 of them. What happened?"

Arthur Saldivar - Attorney
"Well, you know what happened. A search warrant was issued; a warrant has been issued for my arrest. I am public figure. I am here; I had court this morning. I would not be driving around with one of those binders in my possession, considering the change that has been made to the circumstances. Personally, they've sought to search my residence by issuing a search warrant, but I don't believe that they were successful in doing that because I haven't been home. Apart from that, I am understanding that there is an arrest warrant out for me. Again, there has been not attempt to contact me. Nobody has called my phone, and many of them have my number. I think that I am sufficiently well known to those in the Police Department for them to contact me, if they so desire. I have called members of the force, and as far as they are concerned, there is no need. So, there is no need for me to turn myself in."

"But isn't there a warrant for you?"

"Well there is the warrant to search my house, and for my arrest; I am here, hiding in the open. If they see me, and they want to see me, I will not resist. I will go."

"Some may ask, why don't you just cooperate with the police, and hand over the 150 files, at once."

Arthur Saldivar
"The files will be handed over. There is a press conference scheduled for next week. At that press conference, all documents will be disclosed. There is an aspect to this situation that involves the Ministry of Foreign Affairs, basically, where a Foreign Affairs employees and drivers pick up documents from the Immigration Department, take it to Cancun, and from Cancun, they fly out to Cuba, where they are met by a long-standing diplomat in Cuba, who was posted in Washington. They deliver the documents there. The documents go from there to Taiwan, and they come back to Belize with application forms for other documents: passports, visas and nationality certificates."

"Do you have evidence to support this, now, what you're saying?"

Arthur Saldivar
"As they squeeze, I squeeze."

Marion Ali
"What does that mean? Do you have tangible evidence to prove what you just said."

Arthur Saldivar
"I will provide names, description of vehicles, license plates, pictures."

The Police press officer told us that he has no knowledge of any warrant to arrest or search Saldivar. The CEO in the Ministry of National Security Col. George Lovell added that he spoke with the Commissioner of Police who told him that he doesn't know anything about any warrants. Lovell added though that Saldivar may be pre-empting what the Department may choose to do.
