He told the media today that they've made calls, sent emails, and text messages, but Chang just isn't responding:

"He has still not come into Belize City. The difficulty that we have is since removing him from being Deputy Mayor and his Works portfolio, the City Administrator and I communicated with him via email (we could not get him by phone) he did not respond. Our situation is that we really have not had any contact with him."

"There are provisions in the City Council Act in terms of being disqualified from office based on the amount of meetings that you've missed and things like that. We are monitoring those things clearly but that the situation with that since his being removed we had no communication with him."

"How many meetings have he been absent from?"

"He has missed one meeting."

"The number is 4 or more?"

"If he misses 4 or more unexcused meetings then he is considered to be disqualified from holding office."

"Have you gotten any indication from him that maybe he is some kind of a legal difficulty in Taiwan?"

"I have communicated with him prior to our making this decision. We spoke by telephone and he also responded to an email that I have sent indicating to him what our position would be. Since that communication, we've had no communication with him."

According to the Belize City Council Act, if a councilor seat becomes vacant, it needs to be filled with a candidate selected in a bi-election within 90 days. According to Bradley, Chang has missed 1 important City Hall Meeting, and if he misses 3 others, the council can take action against his absence.
