posted (May 5, 2014)
10 days ago - Eastern Division police held a mediation session with all warring gang factions - and for a week, the peace seemed to be holding. But on Friday night, there was a wild shooting in the Collet Area that left 4 persons injured and one man dead. Two men pulled up at an apartment and just opened fire with 7 shots on a group of young persons. Four persons between the ages of 14 and 21 lay injured while 24 year old Julian Willoughby, fresh out of jail was dead.

The rain came down shortly after and 7News was at the crime scene in the downpour:...

Daniel Ortiz reporting
This apartment complex on Antelope Street Extension was the scene of shooting where 4 people ended up injured and one man dead.

24 year-old Julian Willoughby, whose mother moved out of the apartment only the day before, was at a social gathering along those 4 other shooting victims when 2 men snuck up on the crowd and fired several shots at them.

Cpl. Jorge Lemus - Admin. Officer, Police Precinct 2
"Initial investigations reveals that 5 persons were socializing in front of this said apartment building on Antelope Street when 2 dark complexion male persons approached them where one of the male persons pulled out a firearm and fired several shots in their direction. Crime scene technician has since processed the scene and has recovered seven 9mm expended shells from that area."

21 year-old Chris Reyes, 14 year-old male student, 20 year-old Phillipa Ramirez, and 18 year-old Francisco Rivas were caught in the cross fire and they got hit by the gunshots. They suffered injuries, but the man who seemed to be their target was Julian Willoughby.

He took multiple gunshots to the body, and the gunman who shot him death, trapped inside room #2 and made sure that he couldn't escape.

Doreen Polanco - Sister of Deceased
"I was at one of my friend's house and we heard the gunshots, but we didn't pay it any mind, then a young man came and told us that the gunshot happen by "Ras Bo" where my mom use to live. My mom actually moved out Thursday night and this happen Friday night. Afterwards someone told us that it was the same room that my mom had rented the shootout was. I still didn't go and check because I knew that my mom doesn't lives there anymore. But afterwards I got a call from my mom saying that Julian just got shot up at the room where she use to live. I got up from my friend's house and I headed over there. She didn't tell me that he has already died, she had said that they call her and told her that he just got shot up and so she was heading over. By the time I reach at the front I met my son and my sister crying saying that Julian was shot up and he had died."

"The first thing that came to my mind was how did he got shot. To be honest my brother knew that people out here wants to kill him because he says it every day. The Friday that he was shot he came and told me that he knew that 101 men out there wants to kill me, but none of them will get to do it and every day he talks about it. When I got there I was wondering how did he get shot because he was always on the lookout, he was never sitting down comfortable. I got the understanding that he was inside the room and the gunman went at the door and shoot him. He didn't have any escape because the only escape was the room door and that was where the gunman stood up."

As his sister tells it, he was known to have many enemies, but so too was he known by police. He was released on bail for an unlicensed ammunition charge 2 weeks ago.

Cpl. Jorge Lemus - Admin. Officer, Police Precinct 2
"I know that he was arrested and charged and placed before the court on an ammunition charge and that he was supposed to appear in court, but that's about it that I can comment on."

Daniel Ortiz
"Is this the first time that he has been charged for any offences?"

Cpl. Jorge Lemus - Admin. Officer, Police Precinct 2
"No it's not the first time."

Doreen Polanco - Sister of Deceased
"I know my brother and he is no saint. I will not say that he is a saint, but he never comes to us with his problems saying that he does this and that and this one will come look for me, but my younger who wasn't in any problem, two gunmen met him and told him that they could have kill him because of his other two brothers, but they left because it's not him that they wanted, because they see that he is a working man and he has his girl, but to show you how life goes out here. They told him that it's his other two brothers that they wanted."

Daniel Ortiz
"Be that it may that he wasn't a saint, he was still loved, right?"

Doreen Polanco - Sister of Deceased
"Yes definitely. All I can say is that whoever kill my brother - this is what I got to say: they chance my brother because if they wanted to kill my brother they could have met him face to face and battle it out hand to hand if it was kill that they wanted to kill him - don't come from behind or come unknown and use a gun and kill my brother."

The 14 year old was shot in the leg; 21-year-old Chris Reyes was shot to the to the arm and chest, 20-year-old Phillipa Ramirez was shot to the left side of the jaw and 18-year-old Francisco Rivas was shot in the back.

Reyes has been discharged from the hospital, while the other 3 continue to receive treatment.

As you heard, in our story, Julian Willoughby was recently released from prison on bail. That's because he was charged with keeping unlicensed ammunition on December 10th of last year.
