Police Bosses Confident In The New OCED
posted (July 16, 2014)

Deputy Commissioner Segura’s replacement in Eastern Division is the newly promoted Assistance Commissioner of Police Desiree Phillips.

Today, we got a chance to ask the two bosses, as well as one of the officers she’s commanding if she’s up to the job of taking on the jurisdiction. Here’s what they had to say:

Daniel Ortiz
"Are you confident in your replacement Ms. Phillips?"

Miguel Segura - Deputy Commissioner of Police
"Very confident because of the history, the experience, the commitment that she has there is now two questions about it."

Daniel Ortiz
"Does her new rank affect the relationship between Eastern Division and Police Precinct 1?"

Alden Dawson - OC, Police Precinct 1
"No of course not, I have been working with Ms Phillips for many years as a matter of fact I have been with the department for 25 years. All those years, I’ve known Ms. Phillips, she was the deputy under Ms. Segura as O.C and I work well with all officers. It’s all my colleagues, I have no problem with her being the O.C."

Allen Whylie – Commissioner of Police
"Each and every officer who were promoted, were promoted, as I said, on their merit, on their qualities, on their leadership ability. She is a senior officer, she has a lot of years of service, she has experience, she has been the deputy O.C.E.D when Ms. Segura was the O.C.E.D, they have built a very good management team in Eastern Division and to insure continuity as well as the fact that she’s competent we had no difficulty, the senior command, the policy group, in when we looked at replacements to recommend her."

But, she’s been Segura’s understudy as Deputy in Charge of Eastern Division, and today, we asked Segura to describe the challenges one faces being the head of the jurisdiction which can experience random spikes in crime and violence:

Daniel Ortiz
"Now sir, are there any matters where when you were O.C.E.D you wished you would have handled  differently because maybe the management style wasn't as effective enough as you would have hoped?"

Miguel Segura - Deputy Commissioner of Police
"Leadership skills first of all, you need, it’s not about Miguel Segura, it’s about a team, team spirit. You see when you work with people, the human resources is a complex, but if you get your commanders as a team because we are not in here to win games, we are here like a leader to win the championship, so I will call it like a total policing, everybody has to put their part and I include the civilian support and the community at large, so I would say more or less the challenges will forever be but if it’s us to really find solutions to these challenges."

Assistant Police Commissioner Phillips has promised to grant us an interview tomorrow, and we hope to have that for in our subsequent newscast.
