ASP Hall’s Dire Warning About TPU In Caracol

Since the news of Special Constable Danny Conorquie's death at the Caracol Archaeological Site, security at border locations, especially those trafficked by tourists, has been at the forefront of the national discourse.

But, in real terms, it's too little too late: one promising young life has been lost, and tourists have been badly rattled: so much so that there are mass cancellations of pre-booked tours.

But, could it all have been avoided? Quite possibly. As we showed you last night, our newsroom has obtained a leaked police memorandum from the Commander of the Tourism Police Unit, Assistant Superintendent Diana Hall. In that letter, she more or less foretold the death of Constable Danny Conorquie at the Caracol Archaeological site.

She wrote the Commissioner of Police on January 24, 9 months ago, and discussed the serious security concerns at Caracol. In that letter, she notes that the Tourism officers posted there expose themselves to a high level of risk every time they report for duty.

ASP Hall wrote that the Tourism Police are outmatched in training, and outgunned by the Guatemalans many of whom have military backgrounds and higher caliber weapons. She concludes, flatly: quote, "Tourism Officers are not the ones that should be manning that site." End quote.

She also warned, quote, "God Forbid that we do not lose one or more of our officers, and when we get a public outcry, we start to play the blame game as to who is responsible." End Quote.

ASP Hall also noted that Guatemalans had gotten brazen enough to fell trees along the Caracol road, which is about 1.5 miles from the site. It was suspected that they even placed blockades in the road, and that Guatemalans even got brazen enough to enter the main temple area, and fetch water from the buildings that the Tourism Police and NICH Personnel used!

As we've told you, part of the breakdown which led to Danny Conorquie only having his fellow TPU officer to back him up was that the BDF transport vehicle was down, and soldiers didn't go to the site to guard over the tourists as they should. That was a matter that she observed 9 months ago when said that the BDF escort was notoriously unreliable, and is without communication equipment.

To fix these problems, ASP Hall recommended that that the TPU officers posted at the site should be provided with bullet proof vests, and higher power weapons to replace the shot guns.

This letter was addressed to the Commissioner of Police, his top officers, Laura Esquivel-Frampton, the then Director of BTB, Kevin Gonzalez, BTB, Director of Destination Planning, Gil Williams, and the Administrator of NICH, and according to Hall. According to Hall, she also informed the Ministry of Foreign Affairs of security concerns at the Caracol Site in July 2012, two years ago!

Still, the no-one at the police department seemed to have followed up on the memo, and one week ago at midday, it was still the same risky business as usual at the site. Then, Danny Conorquie was shot and killed, and his killers escaped, unidentified.

Today, the CEO in the Ministry of National Security told us the letter was never brought to his attention.
