Another Murder In Belmopan; Second Victim Injured

Another man has been murdered in the west near Belmopan. Yesterday evening at around 5:20, 23 year old Devin Neal Flowers was riding on his motorbike on the Valley of Peace road when he was shot to the head. Another woman who was traveling on a separate motorcycle was hit as well. Apparently the shooter jumped out in front of the woman and shot her in the shoulder and then went after Neal. She was able to escape. Today we traveled to Roaring Creek today to find out why Neal was targeted and if Portillo was simply at the wrong place at the wrong time.

"I was cooking when we heard shootings."

Her routine night in the kitchen was shattered by the sound of about 10 gunshots. Shots which were fired at 23 year old Devin Neal Flowers and 30 year old Soila Portillo as they crossed the Agripino Cawich Bridge heading to Valley of Peace.

They were both riding on separate motorcycles when a masked man emerged from these bushes and shot at Neal and Portillo. Portillo survived but Neal was shot to the temple and died.

Portillo's family refused to speak with us in fear of Soila's life but when we spoke to Neal's family they told us that he had just left them yesterday evening.

"When was the last time you spoke with your son? Did he tell you where he was heading to when he left?"

"Yesterday evening about 4:15pm I saw him at the roundabout and I told him that I am coming right back. When I came I didn't see him. Apparently he left already and that was it."

Until they got the chilling call of his shooting.

"I actually was getting ready for school and I got a phone call from my sister-in-law and she said to meet her at the hospital. I ask for what and she said that they just shot Devin and I said alright I'm on my way. So when I got out the taxi, I saw my family crying and everyone was by the morgue. So I already knew the outcome and I just ran over and saw his lifeless body sitting in the back of that pickup truck and I felt like I did not know what else to do and why someone would want to take my brother's life. I just can't understand it."

While the family is uncertain as to why anyone would want their family member dead, Neal's father believes that the gunman was waiting patiently for his son to cross that bridge.

"You have any idea if the gunman or gunmen targeted your son or mistook him for someone else. What do you think is the situation?"

Kevin Anthony Flowers, Father
"This morning my other son went to the bridge and they went in the area and they found that the guy had a camp. He was camping. That is all I know up to now."

"The information that is coming to you right now is that the person camped out there waiting for your son?"

Kevin Anthony Flowers, Father
"Yes."

But that information hasn't brought the police closer to finding the shooter.

"Just around 5:25pm when the police received the information of a shooting incident on the Valley of Peace road. Police responded very quickly. On arriving at the scene, the motionless body of a male person later identified as Devin Neal Flowers was seen there. Investigation revealed that it is a male person dressed in camouflage jacket with a black mask who exited from the bush and they he pointed the firearm to Mr. Neal and shoot several shots at him which caught him on his left temple, causing the fatal wound. He was on his cycle. Unfortunately there was a female travelling at the same time, at the same place how also got injured. Her name is Soila Portillo."

"She received one gunshot to her right shoulder."

While the police continue to search for a suspect, the family is left with only memories of him to carry them on.

"He was very family oriented and always put his family first. He was a hard working person. He is a very confident and courageous person. My brother was a loving person."

As for Soila Portillo, police say she was not intended target and more than likely was just at he wrong place at the wrong time. She was shot to the shoulder and is in a stable condition at the Western Regional hospital. She is under police guard for her safety. The police have no motive or suspects at this point. They also can't say if this murder is related to the chain of killings involving Russell Hyde.
