Already on the news tonight, you've seen a lot of Southside Commander Chester Williams – and that's probably as it should be; after all, he's in charge of one of the most crime saturated areas per square mile on earth. But, while Williams is contending with crimes, what he's really trying to build is community consensus – because for many years, due to police excesses – the police department's authority has been viewed by many as forceful but illegitimate.
