The Meighan encounter goes down as one of several other complaints received against GSU this year. The unit's hard charging style stands in stark contrast to that of the community friendly approach taken by South Side police and their Commander Sr. Superintendent Chester Williams.

Since being appointed as the Commander of Eastern South Division earlier this year Williams has embarked on a full fledged campaign of peace making and non aggression – which has been met by a sharp downturn in the city's murder rate.

But is the GSU's confrontational approach, unspooling the delicate threads of peace woven by the South Side commander and his community policing initiatives? Here's what Commander Flowers had to say about that.

"I regret that you weren't here earlier today when some speeches were made. I think I refer to that and cited that we were very grateful for the intervention of Senior Superintendent Mr. Williams on the Southside and now much easier he has made life for all of us. But our system of policing is that no blight, we don't give blight here or blight there, you don't ignore what you have to do because somebody might cry foul. That is being misinterpreted as a strong arm tactic that is where the misinterpretation is. If something is wrong and we come in, we arrest. There is no talking, there is no bargaining, we will arrest you if you are wrong, there's no blight. The effort of Chester Williams on the other hand is that he has, I think applied his training and learning in a very sensible way; in that he as the commander of the Southside comes in, see what needs to be done, talks to his people but our functions though different are aimed to the same results. When we complement each other's efforts, yes we want to have what he's doing continued; we want to have this kind of policing where we interact with people, except it is not our role to do the interaction."

Williams has stated publicly that he works in concert with the GSU.
