FM Morales Claims Human Rights Violations

So on that same note, Guatemala is pushing to have Belize taken before the Inter-American Court of Human Rights. This is apart from pushing for a trial against the soldier responsible for the death of 13 year old Julio Alvarado. In that same extended interview with Foreign Minister Carlos Morales, he highlighted steps that his Government is taking to present a complaint before the Human Rights Commission.

"This morning, I had conversations with several Foreign Ministers of Latin America and the Caribbean where I asked them and urged them for solidarity and to become involved in this matter and to express their condemnation for the shooting of a child. We have asked for two actions. One; that the persons responsible for the shooting of the child are processed and brought before the Belizean authorities and two; we cannot allow the country of Belize to go without being morally condemned for this act. Belize is not a signatory to the San Jose Agreement, therefore it is impossible to take them to the Inter-American Court of Human Rights. But they are, obviously, members of the OAS and are signatories to the Democratic Charter. Therefore, they can be demanded before the Inter-American Human Rights Commission. However, since the Inter-American Commission is for demanding countries and not for a country to demand another country, we have asked the Civil Society, and we have an excellent group of civil society for Human Rights, to accompany the family to make this demand before the Inter-American Commission, because this cannot go without being investigated."
