And while no one knows for sure what rule really pertains on the Sarstoon right now, the picture is just as unclear with the investigation into the death of 13 year old Guatemalan Julio Alvarado Ruano. The Guatemalans have made a big show about demanding an investigation into the cause of his death, but Elrington says they haven't followed up by requesting a formal investigation:

"We sent a letter asking them to do that, telling them we would wish for them to get it done. I'm told that they are waiting for a letter from the Guatemalans requesting the same and soon as they get that from the Guatemalans then I think they would be able to be more positive on that. But I do know they have made inquiries and they have gotten offers of assistance I think from the Americans; I know definitely from the Mexicans to send forensics people to help us in the process."
Elrington says Belize just requested investigations into shootings on this side of the border last month.
