What the Guat Consultant Says

Last night, we told you about a late breaking story of a leaked document from the Guatemalan Foreign Affairs Ministry, which indicates that the Government of Guatemala wants to include the Sarstoon in one of their official maps. 

We’ve been provided with the document from Breaking Belize News, and we’ve since translated it. It’s actually a progress report from a consultant, who signed a contract with the Guatemalan Foreign Affairs Ministry back in January. the consultant is a former diplomat and his contract will last up until the end of this year. This report covered his work from the period of  January 17 up until January 31, 2017.

This consultant notes that he had been participating activities in Guatemala for that country’s push toward the International Court of Justice. That included meetings with the Guatemalan Government’s Sovereignty and Dominion Unit, the Guatemalan Foreign Minister, and the country’s Supreme Electoral Tribunal. 

But, the offending portion of this progress report is the consultant’s assessment to give strategic, political guidelines about the boundaries of Guatemala, and its sovereignty. This consultant reports that he participated in the analysis and recommendation on a referendum about oil exploration in the subsoil of Belize. 

It shows that the Guatemalans may be entertaining ideas to conduct oil exploration in Belize, and the consultant even participated in talks for a proposal for a resolution on the inclusion of Belize in the official map of Guatemala, as well as the advisability/benefit of logistical support between the Mexican and Guatemalan Navy.  There is even a request by Guatemala’s National Geographic Institute relating to the area of the Sarstoon River. Our research reveals that the National Geographic Institute’s primary function is do mapping surveys for the Guatemalan government.

So, what does it all mean? Well, that’s still uncertain, since this is a leaked document that not even the Belize Foreign Affairs Ministry knew of until yesterday.  But, it does have some worrying language about Guatemala’s consideration of a referendum on oil exploration in Belize, the inclusion of Belize into the Guatemalan official map, and their interest in mapping of the Sarstoon River.
