Ady Felt Intimidated By Ministers

That conversation on Won Hong Kim led the Senate to start questioning Ady Pacheco on why she accepted the nationality file for the South Korean fugitive, knowing that it was incomplete, and that it should not have been processed. 

And that takes us to those famous letters of recommendation from Ministers of government.  Today, Pacheco suggested that she felt coerced into doing certain things. 

The Audit team had already asked her about the incomplete Citizen Kim file that Penner gave to her. According to her, Penner allegedly promised to bring in the rest of the supporting documents at later date, and that she felt intimidated by Penner, who was the Minister in charge at the time.

The Senate asked her about that answer to the audit team:

Hon. Aldo Salazar - Chairman, Senate Select Committee
"You did not want to be transferred to another if you did not comply with the request as you felt you were intimidated by Minister Penner. Can you please elaborate on that? First of all do you recall saying, do you recall saying that you accepted the application because you felt intimidated by Minister Penner?"

Ady Pacheco - Named in Auditor General's Report
"I can't recall saying but it's been so long ago. As for incomplete applications it wasn't anything that out of the ordinary to receive applications that were missing certain documents."

Hon. Aldo Salazar
"Do you recall feeling intimidated by him at that time?"

Ady Pacheco
"By him and by all the ministers that came."

Hon. Aldo Salazar
"Can you explain what you meant by that?"

Ady Pacheco
"Meaning that is anyone of us would probably dare go against or would not accept anything that was something that they were recommending or..."

Hon. Aldo Salazar
"So you felt you had to accept the application even though incomplete because you are afraid of the repercussions from Minister Penner?"

Ady Pacheco
"From Minister Penner and from all the ministers that came I mean this is Belize, this is how it works sadly but it's the truth. If an officer does not comply with the request made by a minister they simply just move you to somewhere else. So that's what I probably meant at the time, that's what I can..."

Michel Chebat - PUP Senator
"Ms. Pacheco is it fair to say then that all applications brought in by ministers were facilitated and granted?"

Ady Pacheco
"I can't say granted because I'm not part of the final process but as far as accepting would go, then I would have to say yes."

Michel Chebat
"The ministers would give Mr. Wade the applications and Mr. Wade would give them to you to process, is that the established pattern?"

Ady Pacheco
"Basically yes or Mr. Wade would call me in his office and then instruct me to accept what they were bringing in."

Michel Chebat
"What the ministers were bringing in?"

Ady Pacheco
"Yes or their secretaries or drivers."

Michel Chebat
"Okay so it extended to their secretaries and drivers. So they all had access to Mr. Wade?"

Ady Pacheco
"Yes."

Michel Chebat
"And Mr. Wade would then say to you process?"

Ady Pacheco
"Yes to accept."

Hon. Aldo Salazar
"Hold on, to accept or to... you accept the documents then where does it go?"

Ady Pacheco
"Certain documents would go right back to Mr. Wade."

Hon. Aldo Salazar
"So then I don't understand why you need to accept it."

Ady Pacheco
"Because for any document to be processed, they have to be accepted."

Hon. Aldo Salazar
"So then you see now how this puts you in this position because you were accepting things from Mr. Wade?"

Ady Pacheco
"Yes."

Hon. Aldo Salazar
"But yes it is you who is here because you accepted these documents and they were incomplete."

Ady Pacheco
"Yes that was nothing out of the ordinary at the time, up to now I think they are still hundreds of files that are incomplete."
