Government Fails The Reef Test

Earlier this week, the Coalition to Save Our Natural Heritage released its 2017 Reef Scorecard. The document reviews the work that the government has been doing to protect the barrier reef over the past year, and ranks those actions on a point scale. The scores are based on the government's response to various recommendations that the Coalition and its members have given them in the last year or so.

GOB was scored on a scale of 1-3, with 1 meaning that no progress has been made, and three denoting that significant work is underway. The scorecard is divided up into six categories each with an individual score. The categories are: Oil, Mangroves, Coastal Development & Tourism, Environmental Regulation, Fisheries and World Heritage Value.

First off, government did not receive an optimal score of 3 in any of the categories. It was given 1 in Oil, with the Coalition citing a lack of commitment to a moratorium or a referendum and criticisms on last year's plans for offshore oil exploration.

Similarly, the government received a 1 in the Environmental Regulations category based on the small number of public consultations held in regards to the reef and its safety, and for not ensuring that EIA and safety guides are being properly followed.

The Coalition gave the government 2's in all other categories. When it came to Coastal Development & Tourism, they praised the government for adopting and implementing the International Coastal Zone Management plan, though they mentioned that work still needed to be done in regards to legislature.

In terms of Mangroves, criticism was given for the amount of time it is taking to revise the National Mangrove Policies, and a need to further establish appropriate zones for dredging, filling and sedimentation.

For the Fisheries category, the government was urged to work towards implementing a new fisheries bill, and to properly address the use of destructive fishing equipment like gill nets.

Finally, the Coalition asked that GOB enact a World Heritage Site Protection Bill, to properly safeguard our number 1 tourist attraction.
