DPP: Chester Williams Won't Be Charged for Rape of Female Constable

Superintendent of Police Chester Williams will not be charged for the rape of a woman constable under his command. That's the directive that the sent to the lead investigator in the case Sr. Superintendent James Magdaleno two days ago.

In his letter, the DPP notes that there were inconsistencies with the date that the rape allegedly occurred, there was no physical evidence, and there was no corroboration from any other person. With that the DPP concluded that there was insufficient basis to bring charges.

And with this letter, the DPP is closing the case; because in March he made an initial ruling, but left it open, and asked police to gather more evidence. Some came forward when the alleged victim changed the date of the rape from an unspecified day in September to a specific day in November. New info, but in the judgment of the DPP, it was not enough to make it a credible case.
