That's a variable in the whole equation - and Foreign Minister Elrington made it clear his ministry will drive hard for a "yes" vote:...

"We remain always mindful of the pitfalls that exist when one is dealing with referendums. It is very difficult to know what the outcome will be and therefore we can't leave anything to chance. And so, we are resolved to do all in our power to make sure that, like our governments, the populace of our countries see the importance, the absolute imperative of having this matter resolved at the International Court of Justice."
